Forms and information requirements

Please use the resource consent checklist to make sure your resource consent application is complete for your specific project. Planning forms and checklists are available below and hard copies are also available from our customer service centres.

Please note that there is a $100.00 charge for processing a hard copy application. If you apply online, there is no charge for accepting your application.

You will need to include the following documents with your application: 

• An assessment of environmental effects (AEE), in particular it is important that you provide the location of your activity (e.g. a map, aerial photo or sketch with scale).

• written approvals of affected persons 
• any information required by the District Plan or regulations
• a recent Certificate of Title
• the required fee. 

You may also need to:

• Submit a notified application if the project affects parties who have not been notified, who may wish to make submissions in support of, or objection to the application. This also leads to hearings. 
• Submit an application for easement or heritage protection.
  

Assessment of environmental effects

An AEE (more info here) is a report about the effects your proposed activity will or may have on the environment. It shows the ways in which any adverse (or negative) effects of your activity can be managed. An AEE should:

• describe your proposal
• specify alternative locations or methods if your proposed activity is a discharge or is an activity that is likely to have significant adverse effects on the environment
• assess the activity's actual or potential effects on the environment
  • Assessment against Part 2 of the Resource Management Act
  • Assessment against District Plan rules, objectives and policies and assessment criteria
  • Ecological report
• describe any contaminants discharged and sensitivity of the receiving environment
• describe the measures you will take to prevent or reduce effects on the environment
• identify anyone who may be interested in or affected by your proposal. Include information on how your consultation went with those people your response to any views expressed

• Written approval from affected parties form  (find more info here)
• Evidence of iwi consultation

• Outline how any effects on the environment will be monitored and by who, if necessary. 
  • Site search for potential contaminants 

NB: If there are serious environmental affects or neighbours are adversely affected, then your application can take three or more months to process (including hearings).

The resource consent application forms provide sections for you to complete an AEE. However in many instances a more detailed AEE will be required to be submitted with your application. This is normally completed by an appropriate professional with expertise relating to your proposed activity.

• A full set of site and elevation plans 
• Engineering report
• Assessment of the Environmental Engineering Standards for engineering design 
• Landscape assessment

When you apply for final 224 approval, you’ll need to supply evidence of compliance with your subdivision consent conditions, including:

• subdivision plan approval
• building on land undergoing subdivision form and checklist
• application for easements through Council-owned land
• services installation and connections for water, wastewater, stormwater, power and telephone
• producer statements/certifications of jobs done
• as built plans (Surveyors can send these in through the ‘Redeye’ system)
• completion certificate
• payment of levies and planning fees, including development contributions
• any other relevant documentation, such as
  • 'schedule of vested assets’ if you want the NPDC to maintain specific assets once your development is complete. This could include O&M manual for each vested asset and vested asset data for the NPDC Assets team.
  • management reports such as environmental reports, cultural reports or building reports etc.
  • legal documentation.
