Residents pay for water as a separate uniform charge as a targeted rate. Businesses are metered and pay on a cubic metre basis.
For new residential, rural, industrial and commercial users you need to complete a water connection/disconnection form to get your water connected.
A rural water connection is only available on a restricted flow (one cubic metre or 1000 litres per day minimum).
You will need to complete a water application/disconnection form (below) to get your water disconnected. For temporary disconnection get your plumber to disconnect the service on your side of the toby or manifold box.
We are responsible for the maintenance of the mains and pipes leading up to your boundary and including your toby or manifold. Leaks in pipes from your toby to your house are your responsibility to fix.
All properties with extraordinary connections are required (by the Health Act 1956, Building Act 2004 and NPDC Bylaw 2008 Part 14) to have a backflow preventer installed to prevent water flowing back into the pipes that supply drinking water to the district. This is a necessary step to help ensure good public health in our community.

To have a backflow preventer installed, complete the water connection/disconnection form and submit the application. A reticulation officer will assess the level of risk then issue specification instructions to the NPDC approved water connection contractors, who will provide you with a quote to undertake installation of the specified device.

To get a sewer connected you need to complete a sewer connection application form.
Once approved, you will receive a letter of acceptance from us along with a list of Council-approved contractors that are able to carry out sewer connections on sewer mains up to 225mm in diameter. All financial arrangements for the works are then between you and the contractor.
The sewer connection has to be inspected by us before backfilling begins. Photos showing the connection and the property will be accepted from the contractor if the supervisor is unable to inspect it. An as built drawing is required at the completion of the work.

The type of stormwater disposal for each property depends on circumstances on site.
Disposing of stormwater by soakhole or another low impact design device is preferred for all properties.
Soak hole: A soak hole is a pit or covered hole in the ground that is used for collection and then disposal of rainwater into the surrounding soil. Stormwater needs to be directed to soak holes/low impact design devises if the ground conditions are suitable.
Low impact design devises: The other types of low impact devices that could be considered for use include: detention ponds, wetlands, raingardens, rainwater tanks, filter strips, infiltration trenches/basins, permeable paving, etc.
If the site is unsuitable for a soak hole/low impact design device then an application for a stormwater connection can be made (provided there is a system to connect to).
Stormwater connections need to be applied for and can be made via:
Stormwater main: This is where stormwater is drained directly to the stormwater main pipe network. Normally, the connection is placed within the property boundary. In this case we are responsible for the pipe running from the stormwater main up to the boundary of your property
Sump: This is the point along the edge of a road where stormwater / surface water drains. They are usually covered with a cast iron grate.
Stormwater kerb connection: This is where pipes are placed under the footpath with an opening into the kerb and channel and the stormwater is drained there.
You do not need to apply for a stormwater connection if you are using a soak hole/low impact design device.
