New Plymouth District Council has received an application for a land use resource consent to operate a gun club at 228 De Havilland Drive/1206 Devon Road (State Highway 3). The application includes the construction of new facilities with all associated site mitigation works, earthworks and remediation of known soil contaminants.

The proposal is a Non-Complying Activity under the Proposed District Plan.

Making a submission

The closing date for submissions is Tuesday 24 June 2025. New Plymouth District Council must receive your submission no later than 5pm. If you wish to make a submission on this application you may do so by sending a written submission to The Planning & Development Lead, New Plymouth District Council, Private Bag 2025, New Plymouth 4342; or emailing resourceconsentsadmin@npdc.govt.nz. The submission must be in form 13. A signature is not required if you submit by electronic means.

The submission must be dated, signed by you, and include the following information:

  1. Your name and postal address and phone number/email address (optional)
  2. Details of the application in respect of which you are making the submission including location;
  3. Whether you support, oppose, or are neutral towards the application;
  4. Your submission, with reasons;
  5. The decision you wish the consent authority to make;
  6. Whether you wish to be heard in support of your submission.

Any person may make a submission on the application, but a person who is a trade competitor of the applicant may do so only if that person is directly affected by an effect of the activity to which the application relates that –

  1. adversely affects the environment; and
  2. does not relate to trade competition or the effects of trade competition.

You must serve a copy of your submission on the applicant whose address for service is: New Plymouth Pistol Club, C/- BTW Company, PO Box 551, New Plymouth 4340 – attention: Aaron Edwards; or email aaron.edwards@btw.nz, as soon as reasonably practicable after serving your submission on New Plymouth District Council.

Appearing at a future hearing

There may be a pre-hearing meeting and/or hearing. Any submitter can request to speak to their submission at a hearing. Please indicate in your submission if you would like to attend the pre-hearing meeting and/or appear at the hearing and be heard. Please also be reassured that your submission will have legal status whether you request to be heard or not.
