Options for future of cycle separators on agenda for last Council meeting of 2025

Will they stay, will they go – or will they be replaced by something else?  That is the question for Councillors at Thursday’s Council meeting where they will debate options for future of the cycle separators on State Highway 45 (Devon Street West/South Road).

It’s just one of 10 reports on the agenda for the 18 December meeting, the last of the year.

Five options are being put forward for consideration with staff recommending monitoring the impacts of the current design and report back in September next year, and means any future changes, including cost implications and any consultation, could be considered in the Long-Term Plan 2027–37.

The recommended option has no additional cost and aligns with our Integrated Transportation Framework and emissions reduction goals and reflects New Zealand Transport Agency’s preference to maintain the current design.

The options and rough costs are:

  1. Monitor current design and report back in September 2026 (recommended).
  2. Remove concrete separators and replace with rubber separators. $1.19M
  3. Remove separators and retain painted cycle lanes. $780,000
  4. Partial removal of separators. Between $130,000 –$780,000 – depending on extent of change.
  5. Remove all separators and reinstate car parking.  $1.63M and full community consultation would be required.

Estimated costs associated with all but option one is currently unbudgeted for.

Other items on the agenda are:

  • A notice of motion from Councillor Sam Bennett to establish an Age and Accessibility Working Party 
  • Adoption of a Constitution for NPDC’s new Water Services Council Controlled Organisation. This is a legal document that set out the rights, powers, and duties of a company, its board, directors and shareholders and was part of the process Council was following to incorporate the new organisation with the New Zealand Companies Office.
  • Draft Statements of Expectation for Council Controlled Organisations – New Plymouth PIF Guardians Ltd, Papa Rererangi i Puketapu, Te Puna Umanga – Venture Taranaki Trust
  • An application from Te Puna Umanga Venture Taranaki for $500,000 from the Economic Development Reserve to establish the Taranaki Alliance.
  • Health, Safety & Wellbeing Quarterly Report
  • Audit NZ Report on the Audit of NPDC and Group Annual Report for Year Ended 30 June 2025
  • Audited Financial Statements and Performance Reports of NPDC Council Controlled Organisations
  • NPDC Performance Report Q1 for Period 1 July to 30 September 2025
  • NPDC Treasury Report Q1 for the Period 1 July to 30 September 2025

The Council meeting starts at 10am, Thursday 18 December and is held in the Council Chamber in the Civic Centre, Liardet Street, New Plymouth. It will be streamed.
