We’ve developed a framework that will shape how we approach transport investment in New Plymouth district over the next 30 years.
NPDC was one of the few districts of its size in New Zealand without an adopted integrated transport strategy or framework.
We were also one of the few without a working transport model, which made it difficult to justify transport investments with our funding partners, such as New Zealand Transport Agency and Taranaki Regional Council (TRC) or exert influence on the direction of their decisions or private investment in our district.
The Ngāmotu Integrated Transport Framework (ITF) was adopted by Council in December 2024 following public consultation.
It pulls together the transport-related strategic intentions of the local, regional, and national strategies and plans into one place and makes it easier to make sure transport network programming is joined up, delivered at the right time, and in the right order.
Interested parties can clearly see our intent and our rationale behind the recommended programme of delivery over the next 30 years.

Strategic Transport Model
This model shows the levels of traffic congestion if the preferred programme is delivered by 2053.
The map below compares forecast outputs starting from a base scenario in 2018, a do-minimum 2053 scenario and the core preferred 2053.
