Proposed Plan Change 2 – Puketapu Structure Plan Development Area

NPDC has notified Proposed Plan Change 2 to the New Plymouth Part Operative District Plan for the Puketapu Structure Plan Development Area.

The proposed plan change will:

  • increase land for housing and open space
  • allow for a small local shopping area
  • update planning maps to reflect current information on waterbodies, roads, parks and walkways
  • introduce a new policy for adaptive management of earthworks
  • make minor updates to keep the District Plan accurate and up to date

Proposed Plan Change 2 has been publicly notified in accordance with Clause 5 of Schedule 1 of the Resource Management Act 1991. An exemption was required to allow the plan change to proceed during the central government‑initiated plan stop. This exemption was approved by the Minister responsible for RMA Reform on 13 February 2026.

Submissions are open to the public and must be received by 5pm on 19 May 2026.

The proposed plan change reports and submission forms are available at NPDC Civic Centre, service centres and libraries, and online at npdc.govt.nz/HaveYourSay
