I would consider doing this only after going through the finances in detail. Some services could be provided less regularly, ratepayers encouraged to use less (e.g.: waste: less regular recycling collection, centralised drop-off of bottles, etc.).

Encouraging the uptake of renewable energy, re-localising services (treatment of organic waste into compost), promoting sustainable tourism, etc. Much can be done through support for Venture Taranaki.

NPDC needs to lobby central Government (primarily responsible for the factors leading to poverty, and better resourced with $) to provide funding to existing local actors (who are experts) to provide solutions, & NPDC support them in-kind.

Why?
It needs professional organisation, segregated from political influence, and able to create economies of scale by working with other councils. (NB: provide it does not result in privatisation of water management, at any time).

Climate-related events are already happening, & central government has already indicated it will be funding less recovery. We need to adapt (& mitigate) - plan/act/invest/regulate now, to avoid even large costs in the future.

1. Too expensive, in tough economic times. 2. Not NPDC's role (vs local sports groups + central government funding) 3. More could have been done with smaller, decentralised/localised sports facilities, & existing sports.

Why?
I cannot imagine a future without more active & public transport. It will happen, like in the rest of the world. It benefits people's health, finances, & the environment. Locate where most value for money, & using locally appropriate techniques.
