No. Rates should be able to be held inline with average inflation. NPDC needs to stick to a budget prioritizing needs over wants. If the government's 3 waters reform were to stick then rates should reduce, because we will be taxed another way!
No. When has a government ever been able to run anything efficiently? . Water is particular to a district i.e you're not going to pipe water to another district. The reason I believe for the reforms is to share the burden for mismanaged district council assets. At a minimum there could be a government body making sure councils are prioritising water assets.
