New Plymouth District Council (NPDC) and Taranaki Regional Council (TRC) have received applications for resource consent to allow for the construction of a new rock revetment supporting a shared pathway for public access at Weld Road Reserve, Tataraimaka and replacement bridge above Whenuariki Stream.

Proposed New Plymouth District Plan – Appeals Version

The proposal will take place in the Rural Production Zone and land use consent is required for the following reasons:

  • The activity is not a listed as a permitted activity within the Rural Production Zone.
  • Earthworks and erection of structures are proposed within the vicinity of Archaeological Sites and Sites of Significance to Māori.
  • Vegetation clearance exceeding 100m² is required.
  • Earthworks, building activities and erection of structures will occur in the Coastal Environment.
  • General Earthworks, cut height/ fill depth and area, exceed permitted standards.

The proposal is a Discretionary activity under the Proposed District Plan.

Operative New Plymouth District Plan

The proposal will take place in the Rural Environment Area and land use consent is required for the following reasons:

  • The proposal involves erection of structures, excavation and filling and clearance of vegetation in the Coastal Hazard Area and the Coastal Policy Area.
  • The proposal involves erection of structures within the vicinity of Waahi Taonga, Archaeological Sites and Sites of Significance to Māori.

The proposal is a Restricted Discretionary activity under the Operative District Plan.

Coastal Plan for Taranaki 2023  

The activity involves the placement or erection of a replacement bridge and a hard protection structure (revetment), and any associated occupation of coastal space, disturbance of the foreshore and seabed, and discharge of sediment.

The proposal is a Discretionary Activity under the Coastal Plan for Taranaki.

The application includes an Assessment of Environmental Effects.

Making a submission

You may make a submission by sending a written or electronic submission to:

The submission must be in form 13. Copies of this form are available from both New Plymouth District Council and Taranaki Regional Council.

Submissions close on 5pm 31 May 2024. 

Any person may make a submission on the application, but a person who is a trade competitor of the applicant may do so only if that person is directly affected by an effect of the activity to which the application relates that –

  • adversely affects the environment; and
  • does not relate to trade competition or the effects of trade competition.
